Unlocked powers (both initially and further unlocked) are randomly rolled from one of the powers unavailable yet and are not limited to a Paragon Path, thus it is possible to roll a power that is available for a different Paragon Path. Alternate powers can be unlocked by using 4. Initially one random Artifact Power is available. The Artifact Powers is a bonus to one of At-Will Powers, similar to the Artifact Class Feature for artifact off-hands, available for level 70 ('Elemental Fire') artifact weapons only.
